- Mr. Shukla was born into the knowledgeable Gwalior family.
- When he was a child. His father worked as an engineer at MPEB or the Madhya Pradesh Electricity Authority, Gwalior.
- After graduating from Gwalior, he decided to try the long-awaited civil service of the Union and passed the exam on his first attempt in 1983.
- His grandfather, Rameshwar Shastri, was a famous Ayurveda doctor from 1921 to 1944 at Lala Ka Bazar. Also, the street where he practiced was named after him – Dr. Rameshwar Shastri Lane / Lala Ka Bazaar.
- He loves to play tennis and has won many interagency tennis tournaments.
- He also advocated the creation of the Counter-Terrorism Task Force (ATS) and Special Special Groups (STF) in Madhya Pradesh.
- After training at the National Police Academy, he was transferred to the Shivpuri, Damokh, Raipur, and Mandsaur districts in Madhya Pradesh and Chattisgarh.
- Shukla played a key role in the extraction of Abu Salem and his then-girlfriend Monica Bedi in 2005.
